## Quick answer

Leashed dogs are allowed. The City added the park to its on-leash dog park list in 2026.

## Detailed answer

On February 25, 2026, the Department of Parks and Recreation named Kailua Beach Park one of 36 new on-leash dog parks on Oʻahu. Dogs must stay on a leash no longer than 8 feet, and owners must follow the posted signs, which show where dogs are allowed. Service animals are allowed. Do not take dogs onto Nā Mokulua or Popoia, where dogs are banned under State seabird sanctuary rules.
