1. Ocean Hazards & Physical Limits
Kailua Bay is an open ocean environment subject to extreme shifts in wind, wave action, and strong longshore currents. Visitors enter the water entirely at their own risk. Swimmers are urged to monitor warning flags and consult active lifeguards at Towers 21 and 22 before entering. Never swim alone or beyond your physical capacities.
2. Marine Wildlife Protections
All ocean marine life—including green sea turtles (Honu) and Hawaiian monk seals—are protected by strict federal and state laws. Violators face substantial fines. You must maintain a minimum distance of 10 feet (3 meters) from sea turtles and 50 feet (15 meters) from monk seals. Never feed, touch, or harass any marine wildlife.
Additionally, Portuguese Man-o'-War (jellyfish-like stinging organisms) are commonly blown shoreward during strong trade winds, typically 8 to 10 days following a full moon. Exercise extreme caution during these calendar phases.
3. Environmental Laws & Reef Conservation
Under Hawaii state law, the sale and use of sunscreens containing oxybenzone and octinoxate are strictly prohibited to prevent coral reef bleaching. Visitors must use only 100% mineral-based, reef-safe sunscreens. Removing natural park assets—including sand, shells, coral, and lava rocks—is legally restricted.
