Detailed answer
Under the Americans with Disabilities Act (ADA), trained service animals may accompany their handlers in public places, including City parks. Since February 2026, Kailua Beach Park has also been on the City's list of on-leash dog parks, so pet dogs are allowed on a leash. Keep any animal under control and clean up after it. Dogs are not allowed on Nā Mokulua or Popoia, which are State seabird sanctuaries.
